This course relates to the practice of surveying and mapping as defined in Chapter 472 F.S.. It instructs and informs the attendee on the NEW FEMA Elevation Certificate and the relevance to the Community Rating System and the importance of correct form completion. It also focuses on who is and is not authorized to complete this form, as well as when and where it may be requested.


Bob Strayer, PSM Owner of Strayer Surveying and Mapping, Inc. in Venice, Florida since 1995. Prior to that Mr. Strayer was President and majority shareholder of Leslie, Hicks, Strayer & Associates, Inc. in Venice, which began in 1987 and later became Strayer Surveying and Mapping, Inc.  Mr. Strayer has 33 year’s experience as a Surveyor. He began his field experience in Gainesville, Florida. Returning back to Venice in 1980 where he became employed as a field Surveyor and later a Project Superintendent. Mr. Strayer attended Manatee Community College and The University of Florida, he obtained his Florida Professional Surveying & Mapping license in 1991.





Tom Brownell, PSM, is a native of South Florida and a partner and Executive Vice President for E.R. Brownell & Associates, Inc. He graduated in 1971 from Florida Atlantic University with a Bachelor of Science in Engineering. Mr. Brownell has been a member of FSMS and NSPS since 1975. He has served in several officer positions within FSMS, both at the Miami-Dade Chapter level and state level.
