This course relates to the practice of surveying and mapping as defined in Chapter 472 F.S.. It instructs and informs the attendee on the NEW FEMA Elevation Certificate and the relevance to the Community Rating System and the importance of correct form completion. It also focuses on who is and is not authorized to complete this form, as well as when and where it may be requested.


Bob Strayer, PSM Owner of Strayer Surveying and Mapping, Inc. in Venice, Florida since 1995. Prior to that Mr. Strayer was President and majority shareholder of Leslie, Hicks, Strayer & Associates, Inc. in Venice, which began in 1987 and later became Strayer Surveying and Mapping, Inc.  Mr. Strayer has 33 year’s experience as a Surveyor. He began his field experience in Gainesville, Florida. Returning back to Venice in 1980 where he became employed as a field Surveyor and later a Project Superintendent. Mr. Strayer attended Manatee Community College and The University of Florida, he obtained his Florida Professional Surveying & Mapping license in 1991.





Justin Ferrans, PSM, Obtained an Associates in Arts (AA) from St. Petersburg college, (SPC) and a Bachelor’s Degree at the University of South Florida. (USF). He has been working for Polaris for over 20 years with experience in the field and office as well. Justin has been involved with the Florida Survey and Mapping Society since 2005. This year he will be holding the District 4 Director position for FSMS. He previously held the Presidential position (2015-2016) for the Tampa Bay Chapter, and also has held titles of Tampa Bay Chapter President Elect, and Treasurer. He has earned the Associate of the Year Award from 2009-2010 and 2010-2011. (FSMS) Justin currently holds the position of Young Professionals Group-Chairman. (FSMS). He is currently involved in the National Society of Professional Surveyors (NSPS).
