This course will focus on the Spanish Land Grants in Florida and how they functioned. The first part will be an in class presentation and the second part will be a field trip to the St. Augustine Historical Society holdings, which include many of the maps of grants in that area and most of the Superior Court holdings of St. Johns County concerning these grants.
Instructor Dr. Joe Knetsch works for the Florida Department of Environmental Protection, Division of State Lands, Bureau of Survey and Mapping. He received a Doctor of Philosophy degree in History from Florida State University in 1990. He has worked as the historian for the Governor and Cabinet, sitting on the Board of Trustees of the Internal Improvement Trust Fund, since 1987. Dr. Knetsch has published over 180 articles and reviews on Florida history. He has given nearly 150 papers on the topic of Florida history, surveying and genealogy.

This course will give the required steps that are completed during a power line survey for engineering design. Course objectives are: to have a basic understanding of requirements for power line survey, to determine what is required from the surveyor during the survey, and to see the organization that is required to complete a survey that involves thousands of miles of survey spread over multiple years. Course topics include: Public Land Surveys, Quality Control Surveys, and Supplemental Surveys of power lines.
Instructor Bobby Tuck, PSM is a licensed surveyor in FL, VA, TN, NC, SC, WV, and KY. He is a professional engineer in four states and a Certified Photogrammetrist with ASPRS. He graduated from Carson Newman College with a degree in Pre-Engineering and Virginia Polytechnic Institute with a Civil Engineering degree and a minor in Mining Engineering. After spending twelve years in mining and construction industries, he formed Tuck Mapping Solutions, Inc. in 1985. His diverse background of engineer, surveyor, and photogrammetrist in various disciplines allows him to provide consultation for the engineering community for a wide array of project types.

This course will focus on Florida Statutes Chapter 556, The Underground Facility Damage Prevention and Safety Act and Sunshine State One Call of Florida. Sunshine One Call of Florida is a not-for-profit corporation formed by the Florida State Legislature to administer Chapter 556. The main purpose of Sunshine State One Call is to prevent damages to underground facilities by maintaining a statewide system to notify utilities when excavations are scheduled. Owners of any utility that transport materials using an underground facility are required to be members of Sunshine One Call. Persons that are excavating, or “disturbing the surface of the earth”, are required to notify Sunshine One Call prior to excavation. This seminar will cover the requirements of members and excavators under Chapter 556.
Instructor Brad Martin is a specialist on Chapter 556. He has given educational instruction to multiple utility industry partners and contractor associations. Mr. Martin provides educational support to the AAA Construction School in Jacksonville. He has been with Sunshine State One Call of Florida since December of 1998. This course will focus on integrating point cloud data into ArcGIS & Civil 3D. Course objectives are: to have a basic understanding of the methods used for importing point cloud data into ArcGIS and Civil 3D, to show how features in QCoherent’s LP360 extension help ArcGIS users manipulate point cloud data, and to show methods for using point cloud data to create grids and contours. .
Instructor Christy Graves, PSM is a Professor in the Construction, Engineering and Design Department at Seminole State College. A Kansas native, Ms. Graves holds a Bachelor of Science degree in Civil Engineering Technology from Kansas State University. After graduating, she spent five years in the civil engineering consulting industry working on road and bridge designs, as well as street, water and sewer improvement projects. In 1990, after moving to Florida, she began working for Southeastern Surveying and Mapping Corporation. Ms. Graves has been a fulltime professor since 2001 and is currently finishing her master’s degree in GIS from Penn State University.

Perry, a member of a GLO Survey Party in 1859 entering the wilds of sparsely settled Florida, in Scenes in a Surveyor’s Life – Record of Hardships and Dangers Encountered and Amusing Scenes Which Occurred in the Operations of a Party of Surveyors in South Florida, this course will review townships surveyed through the GLO Plats, Government Notes with detailed account work, difficulties and occasional humorous stories that bring to life what it was like to perform these surveys in 1859.

Instructor Mike Garcia, PSM has nearly thirty years of surveying experience. He has been employed by Seminole County Government for eighteen years and is currently a Project Manager with the County’s Engineering Division. He is a member of FSMS and the Central Florida GIS Users Group as well as a Past President of the “Great” Central Florida Chapter.
Instructor Tom Snow, PSM has over seventeen years of surveying experience. He has an A.S. degree from Valencia Community College. He was an Instructor at Valencia Community College 1997 - 2001. Since 2001, Mr. Snow has instructed at Seminole Community College. He is currently the Vice President of FSMS.

This course will focus on the eLOMA process. Topics include: the background on the eLOMA process and future upgrades, eLOMA qualification criteria, required supporting data for all eLOMAs (even those that aren’t audited), and learning the required FEMA format for data entry. Attendees will understand the kinds of requests that can be submitted using eLOMA, how to improve the quality of eLOMA submissions, how to increase the number of eLOMAs that can be issued without audits and how to ensure all Florida eLOMAs are accurate.

Instructor Andrew Brown is a graduate of Virginia Polytechnic Institute and State University (Virginia Tech) and George Mason University, with a B.A. in History and a M.S. in Geographic and Cartographic Sciences. He has been employed with Michael Baker Jr., Inc. for four years, working as a contractor to FEMA under the National Flood Insurance Program and is a Certified Floodplain Manager.
Instructor Matthew Van Wie is a graduate of the University of Maryland Baltimore County with a B.S. in Geography and Environmental Science. He has been employed with Michael Baker Jr., Inc. for four years, working as a contractor to FEMA under the National Flood Insurance Program and is a Certified Floodplain Manager.
