The incumbent applies seasoned knowledge of land survey principles, surveying mathematics and discipline specific software applications to complete assignments. S/he applies extensive expertise using discipline specific instruments and software such as AutoCAD/GIS, GPS, total station, theodolite, fathometer, and level as well as SCADA technologies and networks.

Duties

Provides technical information, opinion and advice to managers to assist them in making the "preferred decision" for a project or initiative. Examples of work assignments include: 

  • Project management of all phases of contracted surveying services that best represent the District’s technical requirements and financial interests.
  • Project management of all phases of internal surveying services and resources that best represent the District’s technical requirements and financial interests.
  • Performs survey calculations, measurements and analysis for assignments.
  • Prepares maps, sketches and legal descriptions for assignments.
  • Researches internal and external records to obtain information related to assignments.
  • Seals and certifies surveys and supporting documentations. Assumes "Responsible Charge" authority for work products, and serves as "Lead" contact person for assigned survey crews.
  • Develops standards for documenting legible and concise field notes for survey location.
  • Negotiates SOW’s for contracted surveying services that best represent the District’s technical requirements and financial interests.
  • Applies NAVD 88 standards and principles to surveys to provide water managers with accurate information for water supply and flood control initiatives.
  • Ensures optimal usage of SAP/Project Systems.
  • Provides significant input for developing record management requirements (e.g., data collected, storage/retention, retrieval, etc.).
  • Participates in developing the Section’s SOP, Emergency Operations SOP, BMP’s, staffing model, and training needs.
  • Serves as expert witness when necessary.
  • Reviews work of less-seasoned staff to ensure technical accuracy and thoroughness of survey findings, results and recommendations.
  • Incumbent will serve as the "Project Lead" for an initiative which requires application of all Project Management Institute (PMI) methodologies and practices throughout all phases of the project including but not limited to; development of statement of work, work order negotiations, development and execution of all procurement documents, review and approval of project deliverables review, field audits and inspection of contractor surveyor field work, coordination and communications with contract surveyor, and approval and payment of contractor surveyor invoices.

Represents the Section at Technical Review Briefing Meetings as required. Supports Bureau/Division’s emergency operations as assigned.  Incumbent receives minimal supervision.

This position may be filled at the Surveyor & Mapper Staff level or Surveyor & Mapper Specialist level.

Qualifications

  • Able to swim and operate a boat.
  • Advanced proficiency using CAD/GIS software to store, retrieve and analyze geographic data to complete assignments and make recommendations.
  • "Subject Matter Expert" in reading and interpreting maps, plats, aerial photographs, and drawings.
  • Strong knowledge of earth science principles and concepts applicable to the discipline.
  • Demonstrates strong knowledge and interpretation of technical protocols and standards required by applicable Florida Statutes and Administrative Codes. 
  • Demonstrates excellent verbal and written communications effectiveness to share complex technical information with internal and external audiences in a clear, concise and unbiased manner.
  • Maintains tact and diplomacy during difficult situations and resolves disagreement in group settings. 
  • Maintains effective business relationships with subject matter experts throughout the District as well as with technical representatives from external partners associated with a project such as USACOE, FL Department of Environmental Protection and FL Natural Resource Conservation Service.

Employment Guidelines
Surveyor & Mapper Senior: Bachelor's degree in a related discipline such as survey engineering, geomatics and GIS, and 6+ years' experience that demonstrates measurable career and technical progression.

Surveyor & Mapper Staff:  Bachelor's degree in a related discipline such as survey engineering, geomatics and GIS, and 4+ years' experience that demonstrates measurable career and technical progression.

Surveyor & Mapper Specialist:  Bachelor's degree in a related discipline such as survey engineering, geomatics and GIS, and 2+ years' experience that demonstrates measurable career and technical progression. 

Licenses
Registered Professional Surveyor and Mapper is required.
Valid State of Florida Driver's License required.

Physical Requirements/Working Environment
Due to the District's response role and in the total scope of emergency management, this position will be required to provide independent and team support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies.
