Description & Nature of Work:

The Survey and Mapping Division at Pinellas County Government is seeking a dynamic Florida Licensed Professional Surveyor and Mapper to provide a wide variety of survey services. This is professional survey and mapping work responsible for supervising and coordinating survey teams and mapping personnel. The incumbent will direct surveying activities and is responsible for the supervision and review of subordinate technical survey services and work products that support the design and construction of Capital Improvement projects and operational maintenance activities.

Employees in this class perform complex work duties and are involved with public contact concerning county survey projects and activities. Assignments are broad in scope with considerable opportunity for exercising independent professional judgment. The incumbent makes technical and professional decisions of considerable difficulty and signs, and seals documents as Surveyor and Mapper of Record in responsible charge. The position reports to a section manager or designee.

Examples of Duties:

  • Supervises, plans, and directs activities of survey teams performing various types of survey activities, including topographic, right-of-way, boundary, sub-surface utility location (SUE) & construction layout.
  • Consults with customers to develop project scopes and provide time and cost estimates.
  • Certifies surveys and reports in accordance with state statutes.
  • Develops and conducts training programs for employees.
  • Coordinates and reviews work completed by consultant surveyors and mappers.
  • Serves as subject matter expert on capital improvement project production teams.
  • Establishes clear responsibilities and processes for monitoring work and measuring results.

Knowledge, Skills, and Abilities:

  • Knowledge of modern land surveying practices and procedures as applied to public works projects.
  • Knowledge of modern developments, current literature, applicable laws, and other sources of information for land surveying.
  • Skill in successful project management.
  • Skill in scope development and negotiations with consultants.
  • Ability to supervise and lead subordinates to meet organizational goals, objectives, and deadlines.
  • Ability to manage and prioritize multiple projects and initiatives.
  • Ability to build partnerships and work collaboratively with partners, stakeholders, and customers.

Qualifications:

  • Florida registration as a Professional Surveyor and Mapper and at least 8 years of survey experience directly related to boundary or right of way, design, or construction of major public works projects that includes at least 2 years of team lead, supervision, or supervisory training; or 
  • An associate degree with coursework in survey and mapping in combination with Florida registration as a Professional Surveyor and Mapper plus at least 6 years of experience as described above; or 
  • A bachelor's degree with coursework in survey and mapping in combination with Florida registration as a Professional Surveyor and Mapper plus at least 4 years of experience as described above; or
  • A master's degree with coursework in survey and mapping in combination with Florida registration as a Professional Surveyor and Mapper plus at least 2 years of experience as described above; or
  • Professional Surveyor and Mapper certification from the state of Florida or another State with the ability to obtain a Florida certification within 6 months of hire, or an equivalent combination of education, training, and/or experience.
  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Licenses or Certifications:

A Florida registration as a Professional Surveyor and Mapper and an equivalent combination of education, training, and/or experience.Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

Helpful Hints for Completing Your Application:

  • Experience in all aspects of Surveying and Mapping.
  • Possesses an intermediate (or better) skill level in Autodesk Civil 3D.
  • Possesses an intermediate (or better) skill level in Trimble Business Center.
  • Experience in the use of GIS for project planning and data analysis.
  • Demonstrates experience in project/phase management for public sector survey projects.
  • Exceptional oral and written communication skills, management ability, supervisory skills, and business knowledge.
  • Experience in staff development, mentoring and teaching.
  • Strong organizational skills and experience with Microsoft Office.
