Description & Nature of Work:
Pinellas County Public Works is seeking a motivated and collaborative Professional Surveyor and Mapper to manage the Survey Mapping and Research Section. Work includes overseeing professional and technical staff and building cross-departmental teams for the purpose of maintaining and developing the County’s infrastructure while keeping Survey and Mapping goals and initiatives in alignment with Public Works goals and initiatives and the County’s strategic plan. The selected candidate will exercise considerable judgment and initiative and provide professional opinions and guidance related to surveying and mapping and real property matters.
As part of the Pinellas County Public Works team, you will report to the Survey & Mapping Division Director and help advance our vision to be Florida’s leading public works agency in operational sustainability, enhanced quality of life, and effective stewardship of our infrastructure and natural environment. This position works closely with other Public Works Divisions as well as with various other Pinellas County Departments including, but not limited to, Building and Development Review Services (BDRS), Construction and Property Management (CPM), Parks and Recreation, Utilities, and the County Attorney’s Office.
Examples of Duties:
- Oversees section responsible for plat review; land records research and GIS maintenance; CAD mapping and standards; and related functions.
- Works closely with the Field Survey Section to provide survey and mapping products and services for capital improvement projects and support of operations and maintenance activities throughout the County.
- Oversees professional surveyors and mappers responsible for certifying in-house surveys as well as managing and reviewing consultant contracts and services.
- Oversees technical services for complex projects.
- Ensures timely, efficient, and effective preparation of technical reports and information to senior managers and project stakeholders.
- Develops and implements divisional policies and procedures to ensure compliance with appropriate laws, regulations, and codes.
- Estimates project and initiative budgets and/or schedules.
- Prepares the division operating budget for director approval and maintains the ability to plan one to two years in the future, understand the budget process, and monitor spending through the fiscal year.
- Responsible for standard processes, procedures, and workflow documentation.
- Customer Service focused – must work with a broad customer base, understand their needs, negotiate deadlines, and deliver on time.

Minimum Qualifications:
Bachelor’s degree in surveying and mapping or a related field, and ten (10) years of progressively responsible surveying and mapping experience directly related to boundary, right of way, and topographic surveys for design and/or construction of major public works projects that includes four (4) years of performing support services for capital improvement programs, strategic planning, and implementation of complex public works projects in combination with two (2) years of organization leadership or supervisory experience; or an equivalent combination of education, training, and/or experience.
- Possession and maintenance of a Florida Professional Surveyor and Mapper license.
- Possession and maintenance of a valid Florida Driver's License.
